It's 1941, a year after Sotetsu Genan's defeat. Captain Seijuurou Kamiyama of Tokyo's Imperial Combat Revue heads out on a classified assignment, leaving Sakura Amamiya to run the Flower Division in his absence. While abroad, Kamiyama encounters a young Russian girl named Klara M. Ruzhkova and brings her back to Tokyo under the Flower Division's protection. Things get complicated when Valery Kaminski, captain of the Moscow Combat Revue, shows up to reclaim Klara—forcing the Flower Division to stand against him.
