In 2113, Japan's Ministry of Foreign Affairs quietly shut down the Peacebreakers, a secret paramilitary unit—except the squad never actually disbanded. They just vanished. Five years later, they're back, and their first move is assassinating Milcia Stronskaya, a scientist holding classified intel crucial to the Sybil System, Japan's controversial surveillance network designed to identify would-be criminals before they strike. The Public Safety Bureau's chief knows they're going to need help taking on the Peacebreakers, so they make a controversial call: bring back Shinya Kougami. The former Enforcer had defected years ago and now works for the MFA under Frederica Hanashiro. His reinstatement immediately stirs up old friction with his ex-colleagues Akane Tsunemori and Nobuchika Ginoza. But personal baggage gets shelved fast—they've got bigger problems. With the Sybil System itself in the crosshairs, they don't have much choice but to work together.
