A terrorist group called Optimums runs Sacco City with an iron fist, oppressing the thousands of immigrants living there—especially those from the far east, whom they've relabeled as "East Refugees" since taking over a year ago. He Jiang grew up helping her father, He Chang Feng, deliver goods across the city in their truck. Everything changes when the Klee, the military police, stops them and finds a sword in their possession. Her father is killed in the confrontation, and she's thrown in prison for eight years. At 24, He Jiang finally gets out. With help from new friends, she tracks down her old truck, fixes it up, and goes back to making deliveries. But the system's stacked against her and other East Refugees—the Department of Security makes sure of it. Determined to push back against the discrimination, He Jiang realizes she can't do this alone. If she wants any real chance at fighting back, she's going to need to build a network of allies.
