In Tokyo Bay's 24th Ward—a special jurisdiction zone—residents live under the protection of the Hazard Cast, a surveillance system that predicts accidents before they happen and dispatches help immediately. The catch? It can't tell what kind of accident is coming, and it can't actually stop them. Three friends known as "RGB" for their hair colors—Ran Akagi, Kouki Suidou, and Shuuta Aoi—learned this the hard way when Kouki's sister Asami died in a high school fire. A year later, the trio's wounds are still raw. Shuuta's drowning in guilt over not being able to save her. Ran's chasing his dream as a street artist. And Kouki's working in the Hazard Cast intervention unit, trying to make a difference. When they reunite for a memorial service for the fire victims, all three get a strange phone call. They hear Asami's voice on the other end and are shown visions of the future—then forced to choose between two terrible outcomes. Refusing to accept a predetermined fate, the three friends decide to confront whatever's happening. This kicks off a series of impossible choices they'll have to make if they want to save the 24th Ward and everyone in it.
