Synopsis

Motoko Kusanagi is adjusting to life after leaving the 501 Organization, which means learning to take orders from Aramaki. When someone hacks into the Logicomas, Batou decides to build a team—pulling in Ishikawa, a former army intelligence officer, and Borma, who used to work in air artillery. Meanwhile, Kusanagi is trying to recruit her own people for the new Public Security Section 9, including the sharpshooter Saito and undercover cop Paz. As the two groups start competing with each other, they both get caught up in a case involving a man who's been implanted with false memories of a refugee transport operation.
