Fuku-chan was hugely popular as a newspaper comic strip character in Japan. The film follows a submarine attack on an enemy cargo ship—propaganda meant to stir up patriotic feelings, sure, but kids were really drawn to the scenes showing the submarine's kitchen crew at work.
