Higashi Asia Buka Toshi is an annual cultural exchange program run by Japan, China, and Korea. Each year, the three countries each pick a city or ward to showcase through arts and culture as a way to boost tourism and awareness. In 2019, Japan's choice was Toshima ward in Tokyo. With the selection came an open call for projects from Toshima residents and local businesses—everything from logos to school initiatives to PR campaigns—all meant to build up the ward's image and attract visitors.
