Thirteen years ago, part of Tokyo suddenly detached and started floating in the sky, splitting the city into two: Old Tokyo up in the air and New Tokyo below. The two halves were completely cut off from each other with no way to communicate or interact. Then a young girl discovers that Old Tokyo is going to crash back down to earth. She decides to make the dangerous journey from the floating city to New Tokyo to warn everyone and prevent disaster.
