The story takes place in the waters off Hachijo-jima, an island near Tokyo. Engineers from around the world have gathered at "Pacific Buoy," an offshore facility designed to link security cameras from police forces worldwide. They're currently testing a cutting-edge face recognition system. Conan and the Detective Boys are visiting the island on Sonoko's invitation when Subaru Okiya calls with troubling news: a Europol employee in Germany has been murdered by Jin of the Black Organization. Worried, Conan sneaks into the facility and discovers that the Black Organization has kidnapped one of the female engineers. Worse, they've gotten their hands on a USB drive she was carrying—one that contains sensitive information. And as if that weren't enough, Ai Haibara finds herself in the organization's sights too.
