Back in 2024, a terrorist group calling themselves "The Laughing Man" kidnapped Ernest Serano, the CEO of the biotech company Serano Genomics, and demanded ransom. Six years later, the case is still unsolved. Detective Yamaguchi, who's been working the case all this time, reaches out to Togusa from Public Safety Section 9 wanting to meet up—but then Yamaguchi dies in what's ruled an accident before they can connect. A few days pass, and while police are being interviewed about interceptor-related suspicions, "The Laughing Man" sends a warning about their next attack. The mysterious hacker is back in action.
