Keel lives in Yabitsu, a town that's thriving thanks to a nuclear generator left behind after the disaster. His sister Aoi happens to be the secretary general of the New UN, and she sees the catastrophe as a chance to create a better world where nations actually cooperate across racial and religious lines. Problem is, the nations aren't interested in that kind of change, so her plans fall apart. A military officer named Gould thinks the only way to establish order is through force. He commandeers a nuclear submarine called Ulysses and its crew—which includes Keel's brother Tean—to stage a coup. His move: attack Yabitsu and declare war on the New United Nations.
