The world's flooded now—oceans swallowed the continents after humanity basically ignored environmental collapse. Only scattered islands survived, including the city where Elfie lives with her grandfather. When an accident happens underwater, Elfie realizes she can breathe in the water. Her grandfather then drops the truth: she's actually one of the sea-people, a race everyone thought was just mythology. Back on the island, corrupt politicians exploit people's fear of outsiders and kick off a war against the sea-people to distract citizens from the resource shortage they're facing. Elfie ends up trapped between both sides.
