Synopsis

Lisvalletta used to be a peaceful city-state, but it's been overrun by a dangerous new drug called Anthem. Users can enter a state called Overdrive, which transforms them into mutated, superpowered creatures with inhuman abilities. The police are basically useless against it, so a special unit called SEVEN-O handles these cases. To deal with how dangerous the work is, investigators are paired up in buddy cop teams under a system called "Double Decker." Kirill Vrubel is just an average cop who's always dreamed of being a hero—specifically, he fantasizes about saving his school from a terrorist attack. His chance finally comes when his landlady blackmails him into finding her missing cat. He falls asleep in an abandoned warehouse and wakes up in the middle of a hostage situation with an Anthem user. He ends up teaming up with SEVEN-O detective Douglas "Doug" Bilingam to handle it, which impresses them enough to recruit him. Now that he's officially part of SEVEN-O, Kirill finally has the chance to become the hero he always wanted to be.
