Synopsis

It's a sunny day in July when Jirou Hitoyoshi gets assigned to eavesdrop on a secret meeting between a government scientist and an industrial spy. Things go sideways fast—turns out the spy is actually an alien. In the chaos, Jirou teams up with Kikko Hoshino, a magical girl working as a cafe waitress who's part of a hidden network of superhumans protecting Earth from extraterrestrial threats. Jirou works for the Super Population Research Laboratory, a government agency tasked with both supporting these superhuman defenders and eliminating any that become too dangerous. Impressed by how she handles herself, they recruit Kikko to the agency. Five years later, everything's changed. Tokyo's grown increasingly hostile toward superhumans—discrimination is rampant, the government's corrupt, and nobody can agree on what justice even looks like anymore. The line between human and superhuman rights has become a minefield. Then Jirou does the unthinkable: he betrays the agency and goes into hiding. Now he's running through the rain-soaked streets of Shinjuku, hunted by the very superhumans he used to recruit.
