It's Universal Century 123, and tensions between the Earth Federation and the Crossbones Vanguard keep flaring up across the space colonies. When fighting breaks out near his home, Seabook Arno and his friends get caught in the chaos and swept into a conflict that's rapidly spiraling toward full-scale war. He crosses paths with Cecily Fairchild, whose grandfather—the aristocrat Meitzer Ronah—is plotting something ambitious: he wants to establish Cosmo Babylonia as a new political force and use the Crossbones Vanguard to muscle his way back into power. The plan? Restore aristocratic rule and reshape the economy to favor the nobility, which would wreck life for ordinary people across the Earth Sphere. Then Seabook gets handed the keys to the Gundam F91, a mobile suit his mother designed. Suddenly he's forced to pick a side: defend the Federation as it is, or work with Cecily to push for something better.
