Synopsis

Shahalta is a tiny European city-state that floats in the sky and has been isolated from the rest of the world for years. The government is transitioning from a monarchy to a republic, and they're throwing a national treasure exhibition to mark the occasion. Lupin decides to steal the royal treasures on display, but he's beaten to it—sky pirates get there first and swipe everything.
