When a string of labor accidents starts ramping up around Tokyo Bay, detectives Kusumi and Hata get pulled in to investigate. They quickly stumble onto something bigger—government cover-ups and a conspiracy involving a biological weapon called WXIII, also known as Wasted Thirteen. To make matters worse, the case has a personal angle for Hata.
