Synopsis

Japan's been riding high on the success of the Sibyl System, so naturally they want to export it worldwide. To test how well it actually works outside their borders, the war-ravaged South East Asian Union decides to give it a shot in the city of Shambala Float—figured it'd help stabilize things and manage the population. Then anti-Sibyl terrorists show up in Japan. The Public Safety Bureau connects them to Shinya Kougami, a rogue Enforcer who's supposedly backing them. Since Akane Tsunemori has history with him, she gets sent to SEAUn to track him down and bring him back. Problem is, they haven't seen each other in years, so things might get messy.
