After wrapping up the Laughing Man case, Section 9 gets brought back into action by Japan's newly elected Prime Minister Youko Kayabuki to deal with the growing cyber-terrorism problem. A terrorist group calling themselves "The Individual Eleven" starts launching attacks all over Japan. As Motoko Kusanagi, Daisuke Aramaki, Batou, and the rest of Section 9 work to track them down, Japan's government is dealing with another headache—refugees from the Third World War are flooding in and looking for asylum. But the more the team runs into Gouda Kazundo, a high-ranking Cabinet Intelligence Service official, during their investigation, the more convinced they become that he's involved somehow. And they start suspecting that the refugee crisis and The Individual Eleven aren't separate problems at all—they're connected.
