During Japan's turbulent Bakumatsu period, young patriot Takasugi Shinsaku and his ally Katsura Kogorou from Choshu sneak aboard a government ship hunting for a mysterious artifact—a timepiece capable of manipulating time itself. Convinced the authorities plan to weaponize it, Takasugi intends to destroy the thing before it falls into dangerous hands. But the moment they obtain it, the artifact gets stolen, sending them chasing after the thief all the way to Kyoto. What they find there shocks them. The government's been overthrown, and in its place, the deity Susanoo now rules. The capital's transformed beyond recognition—the streets, the people, everything's different from what they remember.
