Private detective Shunsaku Ban and his nephew Kenichi travel from Japan to Metropolis, a high-tech city where robots are brutally oppressed and a dictatorial regime is tightening its grip. They're after Dr. Laughton, a scientist involved in illegal organ trafficking who's hiding somewhere in the city. What they don't know is that Laughton has just finished building Tima, an advanced female android created for Duke Red, the most powerful man in Metropolis. When Laughton's lab catches fire, Shunsaku and Kenichi get separated. Kenichi finds a confused Tima and takes it upon himself to protect her from Rock, Duke Red's ruthless adopted son, who's determined to recapture the android. Not realizing what Tima actually is, Kenichi treats her as a person and they develop a genuine connection. Back in the city, Shunsaku searches for his nephew while uncovering a web of conspiracies—and slowly realizes that the girl Kenichi has befriended is central to Duke Red's plan to seize control of Metropolis.
