Daigin is a Marine Commodore best known for commanding the team sent to Impel Down to apprehend Monkey D. Luffy when he infiltrated the prison. He's essentially a mid-level Marine officer who got pulled into dealing with one of the Navy's most persistent problems—which, depending on your perspective, either shows he was trusted with the job or got unlucky enough to be on duty that day.
