Misaki is basically the mysterious elder figure who runs things at the research center—though "runs" might be generous since he mostly operates behind the scenes doing psychic stuff. He's legitimately powerful, though what his abilities actually are stays pretty vague throughout. The big thing he's known for is creating the psychic barrier that surrounds the whole facility. It's a weird one too, since it could keep certain people locked out while trapping others inside depending on who you were. When Misaki dies right at the start of the series, the barrier goes with him.
What we do know for certain is that he had foresight, which explains why people took him seriously. Mikuriya, the Kirihara brothers, and Shouko all respect him heavily—fans often note this reverence as a sign of how much pull he had, even if we never fully understand his whole deal.
