Dr. Kobato is a pediatrician working at the G-8 naval base. She's best known for her crippling fear of blood—hemophobia—which makes her job pretty ironic. During the G-8 Arc, when all the other doctors mysteriously vanish, she's forced to treat trauma patients despite her condition. That's where Tony Tony Chopper comes in; with his help and patience, she gradually overcomes her phobia.
She's not exactly quick on the uptake. Fans often note how long it takes her to notice obvious things, like the fact that Chopper can actually transform into different forms. She also has a tendency to scream at extremely high volumes—it's kind of her thing. By the end of the arc, she's gained enough confidence to help the Straw Hat Pirates escape the base.
