Rex is a magic-wielding cult member who actually managed to keep his wits about him—which is rare for the Diablos cult's recruits. The cult has a whole operation going, hunting down kids across the country, training them, and basically brainwashing them into obedience. Most don't make it out mentally intact. Rex did, though, and that earned him enough respect to get an actual name instead of staying anonymous like the rest of the pawns.
He's known as a dangerous fighter, skilled enough that the cult trusted him to lead. He was part of a coordinated attack on the Royal Academy of Magical Swordsmen in Midgar, heading up a group of nameless cult soldiers. The kind of operative the Diablos organization actually relies on—someone who can think, follow orders, and handle combat without falling apart.
