Gogol Emperor
The tyrannical head of the Gogol Empire, locked in an ongoing universal power struggle against the rival Jaicro Empire. He's basically obsessed with this guy Dandy, convinced he's somehow crucial to the fate of the entire universe—so much so that he tasks his subordinate Dr. Gel with hunting him down.
Visually, he's pretty striking: imagine a massive skull with tiny planets literally orbiting around it. It's the kind of design that screams "cosmic villain" without needing much explanation.
