She's a female Saiyan and the wife of Bardock, making her the mother of Raditz and Kakarrot (Goku). Like all Saiyans, her name comes from a vegetable—in her case, the spring onion.
Goku's mother barely registers in the original manga. Raditz mentions her in passing when he tells Goku that their parents died along with Planet Vegeta, and she gets another brief reference when Vegeta pleads with Freeza. The character didn't really get fleshed out until much later. Akira Toriyama introduced her properly in an interview for the March 2014 issue of Saikyō Jump, and her actual design debuted in Dragon Ball Minus, a short story included in the Jaco the Galactic Patrolman collection that April.
