Helmeppo's the spoiled kid of Captain Morgan, who Luffy took down early in the series. He's basically an idiot at first—the type of rich brat who coasts on his father's name. After his dad gets defeated, he actually joins up with the Marines alongside Coby, which marks a real turning point for him.
He shows up training under Vice Admiral Garp, Luffy's grandfather, and gets noticeably stronger through that experience. By the time we see him around episode 314, he's a legit member of Garp's crew and nothing like the pushover he started as. Fans often note the contrast between early Helmeppo and how far he comes through actual hard work and discipline.
