Cagliostro basically invented alchemy in the skydoms, all in pursuit of immortality. What she actually found was something arguably better—a way to swap bodies whenever she felt like it. She's obsessed with herself (no subtlety about it) and keeps redesigning her appearance to match some impossibly cute ideal. Her current look is the result of that endless pursuit. The voice hasn't quite caught up to the aesthetic, though she's clearly tried.
