Celica is basically immortal—she's been around for over four centuries and has made quite a name for herself in magical circles. She teaches at the academy and is best known for possessing one of the most powerful magic cards in existence: The World. That alone makes her a figure of serious respect in the magical community.
She took Glenn in as a kid and trained him as her apprentice, so she's basically his mentor and adoptive parent rolled into one. When it comes time for the academy to need a substitute teacher, Celica pushes hard for Glenn to get the job, despite the fact that by all accounts he seems like the last person who should be standing in front of a classroom. On paper, he's not qualified. In practice, she doesn't care—she straight-up forces him into the position. Her reasoning is that she thinks teaching might actually be good for him, that it could give his life some kind of purpose or meaning he's been missing.
