Ninja Riot is a major antagonist in Diancie and the Cocoon of Destruction. He's a ninja and thief operating independently—or at least, that's how he sees himself compared to his rivals Merilyn, Argus Steel, and Millis Steel. All of them are after the same prize: Diancie's ability to create diamonds, which would make whoever controls it absurdly wealthy. Riot's in it for the fortune, using his ninja skills to outmaneuver the competition and get his hands on Diancie before anyone else does.
