Merus is the Galactic Patrol's top elite patrolman, overseeing 104 districts across space. He's probably best known for training Goku to master Ultra Instinct—basically taking on one of the strongest fighters in the universe as a student. The guy's clearly got the skills and authority to back up his rank.
