Weston is a character from the episode "Rotom's Wish!" He's the original owner of the Lost Hotel.
A decade before the events of the episode, Weston owned the Lost Hotel and threw an opening celebration with trainers battling on the hotel's battlefield. Things went south when a crook named Mantle showed up and challenged him to a high-stakes battle—loser forfeits the hotel. Mantle's Krookodile completely psyched out Weston's Rotom, and Weston lost by default. Mantle took over the place, demoted Weston to counter clerk, and used the hotel as a front to steal visitors' Pokémon. Rotom, embarrassed by the loss, disappeared and never came back to Weston, no matter how many times he called for it.
When Ash and his group check into the Lost Hotel in the present day, Weston's working the front desk. His old Rotom appears to them and fills in the backstory, then pulls off something wild—it transforms an elevator into a time machine and sends them ten years into the past to fix things. The group arrives right before Mantle's about to claim victory. They pull Weston aside and convince him to try again with a solid strategy. Weston's reluctant—he admits he's never been great at battles—but goes along with it.
The plan works because Rotom can inhabit different appliances found in the hotel's storage room, letting it switch types and gain the advantage it needs against Krookodile. After an intense match, Rotom wins. Weston forces Mantle to swear never to steal Pokémon again, and the timeline resets.
Back in the corrected present, the Lost Hotel is thriving and spotless. Weston actually hired Mantle and his gang as employees, and they've genuinely reformed. When Ash arrives for the hotel's ten-year anniversary celebration, Weston gives a speech thanking four mysterious kids who appeared out of nowhere and saved his hotel. He never mentions them by name.
