Toukichi runs a Pokémon Jujitsu Academy nestled between Goldenrod City and Ecruteak City. He's best known for taking Aya under his wing and helping her sharpen her battle skills alongside her Venonat. Beyond managing the academy, he actively teaches—particularly judging the battle technique classes.
When Team Rocket made off with all the students' Pokémon, Toukichi joined the chase. He pulled off one of his signature moves: using his Ariados's webbing to fashion a kite, which Aya later pointed out as one of his greatest techniques. Armed with ninja stars, he managed to slice through Team Rocket's balloon and sever the rope holding the stolen Poké Balls, helping recover the stolen Pokémon.
In the English dub, he's simply credited as "Sensei."
