Tosuke Kigawa—better known by his real name, Notorious I.C.E.—is the protagonist of Boogiepop Missing: The Peppermint Wizard. He's a Super Build Synthetic Human, though technically a failed one, who somehow developed MPLS abilities after waking up. Norisuke Kigawa adopted him early on, but after Norisuke died, Kyouichirou Teratsuki took him in. These days, Tosuke runs the MCE Ice Cream Division as its president.
