Kaiser is a massive leviathan who makes his home in the ocean waters between the Azure Palace and Bailey, an Etelldian settlement. He's best known for his unusual decision to temporarily contract himself to Takumi Kayano after noticing how well Takumi had been treating Wyndell's twin children. Wyndell, the God of Water, is Kaiser's master, which probably explains why he took that particular bond seriously enough to form it in the first place.
