Kuroda shows up in episode 8 of the 2015 horror anthology "Kowabon," titled "Intercom." He works in the administration department and basically exists to deliver some exposition—warning the main character about water damage in the house and suggesting they get the bathroom fixed up.
What makes him memorable is pretty straightforward: he's got these big rectangular glasses with black and gold frames that are hard to miss. Otherwise, he's just an average-looking guy in casual beige work clothes. His real purpose in the episode is serving as a transition point, unaware that there's something supernatural lurking right behind him. Classic horror setup.
