Laguna
Laguna is an actor hailing from the Aoi Cosmos and one of the four members of Element 4, a group that answers directly to Drakken Joe. He's known as the "Spirit of Water."
Among Drakken's crew and especially compared to the rest of Element 4, Laguna stands out as genuinely kind-hearted. While his teammates gleefully join in when Drakken does something cruel, Laguna stays noticeably quiet and uncomfortable about it. He even makes an effort to look after Rebecca when she's being held captive.
In a fight, though, he's surprisingly cunning. His whole strategy revolves around making his opponents cry—and he's willing to get creative about it. He'll spin sob stories, guilt-trip people, or break out an Oedo Onion if he has to, all to trigger the emotional response he needs to activate his Ether Gear.
Creator Hiro Mashima came up with Laguna's character design after a younger staff member casually asked him to make a male character who wears stiletto heels.
