Sailor Phi is a manga and musical-exclusive character who stands as one of Galaxia's most devoted followers, alongside her partner Sailor Chi. Her name comes from the Greek letter Φ (Phi).
The two share a similar aesthetic—Chi wears a green outfit with an exposed midriff and a high-slit skirt, while Phi's outfit is red, more covered at the torso, and features pants instead. Both carry staffs topped with sun symbols that double as weapons. Phi's signature move is Galactica Plants Blizzard.
They're referred to as the Starseed Gardeners or Garden Crystal Senshi, essentially serving as caretakers of the starseeds stored in the gardens around Galaxia's palace. More importantly, they act as her lieutenants—overseeing her other servants and reporting directly on their progress. Phi's first appearance comes when she rats out Sailor Aluminum Siren's failure in Act 45, with Chi joining the story a few acts later.
Between the two of them, Chi and Phi are responsible for killing all three Sailor Starlights, Princess Kakyuu, and likely countless others. Despite their effectiveness, Eternal Sailor Moon takes them down in Act 49—though not without them managing to significantly boost Galaxia's power in the process.
