Hagatha and Nagatha are a pair of sisters who run a forest guide service in the episode "Illusion Confusion!" The main way to tell them apart is their headbands—Hagatha wears red, Nagatha wears white—plus slightly different eyebrows.
Hagatha lives deep in what's supposedly a haunted forest and rents out Hoothoot to travelers who need help navigating past the Ghost-types that roam there (Gastly, Haunter, and Gengar). The Hoothoot can use Foresight to guide people safely through. Her sister Nagatha lives at the forest's edge and handles collecting the Hoothoot once they're returned.
When Ash and his crew got lost in the forest and started getting chased by illusions, they eventually stumbled across Hagatha. Brock immediately assumed she had to be an illusion herself because he couldn't believe anyone could actually look that way—he got screamed at and terrified for his trouble. Despite his doubts, Hagatha rented them a Hoothoot, though it turned out to be inexperienced and restless.
After making it through the forest, they ran into Nagatha, who made a point of telling them she's way better looking than her sister. This is pretty funny considering the two are actually identical twins; the headbands and eyebrows are genuinely the only differences between them.
