Genji is one of Kirigakure's Elders and basically the village's backbone—he's been instrumental in building it up over the years and holds nearly as much sway as the Mizukage itself. When major decisions need making, people turn to him. In effect, he's the one who decides what's law in the village.
In the anime, when Tsunade invited Kirigakure to participate in a joint Chuunin Exam between Konohagakure and Sunagakure, Genji shut that down. He sided with Ao's suggestion to keep the village focused on its own internal issues instead.
