Dr. Proctor is a human doctor who showed up in "A Chansey Operation." He got dragged into treating injured Pokémon after Team Rocket crashed a truck full of stolen creatures near his hospital. Initially hesitant—he had zero experience with Pokémon medicine and wasn't confident he could pull it off—he eventually agreed to help after Ash, his friends, and Nurse Joy pressured him into it.
Once he actually got started, he turned out to be genuinely skilled and compassionate with his Pokémon patients. He also proved surprisingly useful in a fight, weaponizing his medical equipment to stop Team Rocket from stealing the injured Pokémon a second time.
As for personality, Proctor was a bit of a ladies' man who tried flirting with Misty, Jessie, and Nurse Joy. Misty and Joy weren't interested, but Jessie immediately fell for him. He came across as lazy at first, though a lot of that seemed to stem from his anxiety about the whole Pokémon situation rather than pure laziness.
