Jigen
A high-ranking member of the Ōtsutsuki clan's main family, Jigen is best known as the leader of Kara—though he doesn't actually exist as an independent person. He's essentially a vessel being used by a more powerful Ōtsutsuki, which is pretty metal when you think about it. The real individual pulling the strings operates through Jigen's body, making him one of the franchise's more unsettling takes on the puppet-master villain trope.
