He started out as a Level 0 esper—basically powerless in a city full of ability users. That changed when he got his hands on Level Upper, the banned drug that artificially boosts esper abilities. With it, he developed the power to distort light and mess with people's perception, which obviously gave his gang a serious edge in their black-market operation.
