Tow-Line (known as Wrecker Hook in Japan) is basically a traffic enforcement bot who takes his job way too seriously—and that's kind of the point. He spent time undercover as a tow truck and picked up a rigid philosophy about road rules: follow them or face the consequences, no exceptions. Even other Autobots aren't safe from his enforcement if they slip up. He's become infamous for his catchphrase "No parking means no parking!"—delivered with the kind of certainty that makes you check your parking spot twice.
His main gig is handling traffic control during riots, which honestly seems like the perfect job for someone with his temperament. The guy's got a seriously powerful hook that he can use to lift just about anything—cars, bullet trains, whatever's in the way. It's effective, if not exactly diplomatic.
