Dr. Mashirito is basically the mad scientist villain of the series—Senbei Norimaki's main rival. He's obsessed with building robots that can outmatch Arale, which. hasn't really worked out for him. His go-to creation is the Caramelmen line of robots, though none of them have managed to actually beat Arale, much to his frustration. Obotchaman is probably his most notable creation, though that one ended up switching sides and going good, which definitely didn't help Mashirito's track record.
