Fire Daimyō
The Fire Daimyō is known for being indecisive and easily influenced by whoever makes the strongest case to him. Rather than committing to tough calls himself, he tends to rely heavily on his advisers—basically, whoever argues most convincingly wins his favor. This approach means his decisions often reflect personal bias as much as actual merit.
He apparently liked Jiraiya enough to consider him for Hokage at one point, and he was definitely impressed by Kakashi Hatake's reputation as well.
