Wilson Phillips
Wilson Phillips is a U.S. senator who first gets pulled into the Joestar saga when Dio Brando forces his car to a stop. Dio was after Joseph Joestar at the time, and Wilson found himself stuck—literally unable to leave his vehicle thanks to The World's reality-warping powers. With no way out, he's forced to cooperate with Dio's plans, whether he likes it or not.
