Samuel is a member of the 104th Trainees Squad, though he barely makes an impression before essentially disappearing from the story.
He first shows up in Chapter 3 when the Colossal Titan breaches Trost District. The shockwave from its steam emission sends several trainees flying off the Wall, and Samuel gets caught in the chaos—a falling rock hits him in the head and leaves him dazed. Sasha manages to save him from plummeting to his death by shooting her grappling hook into his leg. Eren then tells Sasha to get Samuel to safety while he rallies the other trainees to counterattack.
That's basically it. Samuel never appears again after this scene, so whether he survived the disaster at Trost is never confirmed. He's one of those minor characters who gets a brief moment of narrative importance and then vanishes into the void.
