Oboro's a genin from Hidden Rain who specializes in genjutsu. He works alongside his teammates Mubi and Kagari, and the three of them actually have decent chemistry as a unit—they coordinate their illusion techniques pretty well. That said, they got completely outmatched by Naruto during the Forest of Death portion of the Chunin Exams and lost their scroll in the process.
Later on, they show up as hired muscle in the Tea Country, tasked with sabotaging a race. Fans often note it's pretty funny how they end up running into Naruto again, and predictably, they get beaten down a second time. At this point, it's kind of their thing—they're not terrible ninja, but they just keep crossing paths with someone way above their weight class.
